EMPLOYMENT EQUITY COMPLIANCE REVIEW FRAMEWORK

HRSDC establishes a 10-month, 4-Step Compliance Review Framework that identifies the required compliance review activities for each step and specifies compliance criteria and timelines.

The steps are:

  1. Initiation of the Compliance Review and Data Collection.
  2. Analysis
  3. The Employment Equity Plan.
  4. The HRSDC On Site Audit.

On completion of Steps 1, 2 and 3, deliverables are submitted to HRSDC and if approved, the company is allowed to proceed to the next Step. 

The On Site Audit typically consists of interviews with the HR Manager, CEO, the Employment Equity Committee, union officials and randomly selected company staff. They may also require the company to administer an HRSDC designed questionnaire to a cross section of staff.

Upon successful completion of the audit, the Compliance Management Board in Ottawa issues a Certificate of Compliance, a process that may take 2 weeks to 6 months after submission of the final evaluation report.
